good question about the water ~ i have no idea (i'm guessing no in real life, but if this house were in Richmond where i am pretending it is, i suppose you ought to be able to see the water if you are at the highest point on the hill). i'm going to say yes in the story because sea captains need somewhere to go to look at the sea in their dotage.
